I wonder if this is because Kim Jong il knows that he's dying, and his son isn't strong enough to keep the whole failed state dynamic going, so he's trying to improve diplomatic relations?

I'm not saying this will lead to tourists flocking to Pyongyang, but it's a start.

Agreed. The correct response to finding out the actual level of the administration's involvement would be to send back the hostages for an indefinite period of time.
