Something doesn't make sense, there are no clouds to generate anything. All the other pictures I have seen is them coming out of large funnel clouds. I am in the this looks shopped.

Subby, went with what the video told me- Tornado in Rural Kansas. Since it followed a pattern of severe weather, I went with Tornado, though I too have experienced many dust devils during my past travels driving the US.

Both are weather phenomenon of vertically rotating air.

I think it's just a camera angle trick. It doesn't look like it's attached to the clouds, but from the video, it does appear that it was.

When I lived in Kansas, I jogged a long rural road with nothing in sight for miles and miles. I was always afraid that a twister might pop up and I wouldn't be fast enough to get home, even running a 3 minute mile. One summer afternoon, my worst fears came true. The tornado spontaneously appeared out of nowhere, even without a cloud or a spec of rain in the air. I tried to outrun it, but it seemed hell bent on overtaking me. I was almost out of energy when it swooped in from behind and sucked me into it's horrible, twisting winds. With all my strength, I began flapping my arms as fast as I could, which gave me enough lift to get to the top of the twister where it was quite a bit calmer, maybe 120-140 MPH. Luckily, there was a cow up there that I was able to board and fly to safety. I named her Lucky. The milk tastes like pure awesome.
