Thought I was on to something. I found a news article where they were looking for a bank robber, described as a light skinned African-American with a Star of David tattoo under his right eye, wearing a hoodie with a white shirt underneath. Finally found a pic of the guy that was arrested, and it wasn't the guy in Pic #2.

I think that last line is key here. These people are too different, I doubt these people paid for those shirts.They're probably from a promotion or give-away of some kind...free shirts.
