That depends.

I would assume that a cut-on-contact broadhead, properly sharpened, would indeed penetrate the type of armor most police use.

Perhaps even those with a trochar tip and removeable blades, though I have my doubts.

Mechanical broadheads, or target or field points? Who knows? My guess, and it is only a guess, is probably not because they would be acting like bullets, trying to muscle through the fibers instead of cutting them like a decent cut-on-contact broadhead would do.

All bets are off though with armor that has trauma plates.

Police vests don't have plates. Plates are class III armor, and would be way too heavy and uncomfortable to wear around on patrol all day.

That said, yes, an arrow will go through a kevlar vest, especially if it's a compound bow or a crossbow. Just like kevlar vests won't stop a knife.

He was holding it in his hand, thus it was a "pointy thing".
