It seems strange to me that they would outlaw less lethal weapons. Using them in confrontations can yield many less dead people than real weapons. You would figure from a public policy perspective that it would make good sense to keep them legal.

I read that the perpetrator had prior convictions. Maybe the crime in question more directly relates to his felony status than obscure state law.
