The problem with Louisiana is, if you don't play politics thier way, to can't get any backing from the party or local business.

This. On the voting too. And to be fair, he did make some impressive steps to at least clearing up a bit of the corruption in LA. More than had been done by anyone since Huey Long made corruption a career. But that's not really a fight that can be won.

He's pissed off the engineers by being one of the people who were supposed to help NO get rebuilt and instead doing what every other LA pol has done with civic money (funnel it to his buddies). Does that count?

We would've been much better off with Foster Campbell. Sure, he thought himself above the law enough to try to drive on the then-incomplete I-49 and paid for it with an eye, but his plan on taxing oil production was brilliant, and would've worked.

The main objection was that it would drive oil business away. But that could only happen if they had somewhere else to go, and frankly, they didn't. And still don't. All of the refineries along the Gulf and Atlantic Coasts operate at near 100% capacity. To use any along the Pacific Coast, especially when coming from the Middle East, they'd have to go the long (and dangerous) way around the continent since the tankers are way too big for the Panama Canal.

There's only one Mississippi River, which allows cheap riverboat shipping of refined petroleum products to the heartland, and guess what state its mouth is in?

And Foster's plan wasn't asking all that much. Right now, the Louisiana oil producers, and only the Louisiana oil producers, pay 12½% severance tax at the well pump. This tax cannot be charged to out-of-state producers bringing their crude here for processing. That means that the Louisiana oil field owners, who're already deep into Hubbert's Peak and dealing with Louisiana only supplying 5% of the nation's petroleum from under its own soil, also have to deal with archaic tax laws that were put into place back when Louisiana supplied 95% of the nation's petroleum, and out-of-state oil was a drop in the barrel. They simply cannot compete with the out-of-staters (including from other U.S. states, from overseas, and even from offshore drilling along the continental shelf of what would be Louisiana territory if the sea level were lower! Frankly, I think that it should be law that the 200-mile limit that the USA claims for territorial waters should belong to those States that those waters and the continental shelf under them would be in if their boundaries were extended out that far).

What he proposed was eliminating the severance tax entirely, and replacing it with a processing tax of only 6½% (barely more than ½ of what the Louisiana oil people have to pay now), and all oil processed here would be charged that same small percentage, regardless of where it comes from.

The figures Foster touted as to how much extra revenue that would add to the State coffers takes into account that the out-of-state oil companies would try to take as much of their business as possible elsewhere. In other words, those figures are post-diversion! And it would still be enough to eliminate business and personal State income tax (itself a major boon to the economy - imagine that! A Democrat proposing not just cutting, but outright eliminating, taxes, and not just for individuals, but even for businesses!) And yes, the oil processors themselves would also benefit from this, since they, too, would no longer need to pay State income tax! Even after the loss of all state income tax revenues, this processing tax would've meant $1½ billion extra per year for the State, and that's not even taking into account the benefits of an improved economy from the elimination of State income taxes on businesses and individuals!

One of the things that he would've spent the extra money on is fixing the erosion damage to the Gulf Coast. Experts say that, at the time of the election, Louisiana had only ten years at most to repair it, or the damage would pass the point of no return. Now we have even less time, since Jindal doesn't seem to be doing squat about this.

We American Farkers are finally getting Ashes to Ashes this weekend. Having seen it on YouTube, I tend to like it better than Life on Mars. Gene, Ray & Chris are a bit less bafoonish, the '81 nostalgia resonates more with me (a 40-year-old) than the '73 nostalgia, the added twist to the central mystery (i.e., that Alex knows about Sam's experience), and the homage to Moonlighting's and Dempsey & Makepeace's tension angle all enhance the show.

Anyway, I highly recommend it to my fellow Americans and Canadians, and ask that some enterprising British Farker please upload the series 2 episodes on YouTube when they start running next month, as I suspect BBC America will wait a year before showing them.
