Color pictures are easier to manipulate and alter in photo editing software versus black and white. With more colors it becomes easier to blur facial proportions and features to make the picture look more like the intended recipient as opposed to the original.

Why, yes I was rather popular in high school... Why do you ask?

One could imagine a plastic substrate that consisted of thin layers of different colored plastic. Then, depending on how deeply one chiseled, one could make a pixel of any of the various colors present in the substrate.

FTFY. I remember after Allen's first year in office, all official state documents/licenses went from being laser-printed on bright, thick stock to hand-typed on near-newsprint.
