Another question - is the coral "living" or dead? The guy could have just gone to any coastline tourist trap if he wanted coral.

I'd have to guess living. Dead coral doesn't make enough profit to be worth taking risks to go smuggle it illegally. You'd be amazed as to what kind of money people are willing to spend on live corals if they already sink thousands of dollars to build a functional reef tank. Most of the aquarium keepers I know would shiat a brick though if they found out that any of their coral was obtained through less-than-legitimate channels.
