This is not a particularly useful statistic. Not to defend what Texas is doing, but I bet the injury, fatality, and abuse rate is higher among the mentally disabled homeless that most states create by dumping people who really can't function back on the streets (ala - skid row). I'm sure Los Angeles has fewer people per capita in mental institutions, but I doubt the people who need mental health are treated particularly well.

Just saying - the percentage of people in mental hospitals is really not a good indicator of how people are treated in a state. (Although, mental health patients beaten to death or living in filth, yeah - you've got a point there.)

Also - I haven't seen the list. If my fellow Floridians are #2 or #3, it could just be a reflection of um...demographics.

If I were ever in a position where I required state assistance with anything (and it hasn't happened yet, even with the financial trials & tribulations I have had since childhood) I would expect (at best) minimal care- Far more minimal than what was described in the article.

I actually worked at Austin State School for almost two years. I certainly never saw anyone left to "languish" in their own feces. If anything, while the residents were very well cared for, the staff was often forced to work long hours, was paid pitifully and was often in danger due to understaffing. One of my coworkers had her teeth knocked out when she asked a resident to wait a few minutes before she would walk him to a vending machine. I was assaulted by a young, high functioning resident who gave me a black eye and bit me several times while we were on a field trip. Frankly, it isn't much different than living in a group home as it isn't one giant institutional building as most people envision; it's a campus with small "homes" that house 8-10 residents each. Each home environment is adapted to it's population; while some are for residents who are profoundly disabled or even near vegetative, others are geared toward higher functioning residents that suffer from severe behavioral issues.
