Commissioner Gordon should have turned the telephone handsets backwards with respect to each other so that the one's earpiece met the other's microphone instead of earpiece to earpiece and microphone to microphone.

I believe that the seals delivered the ransom message from Mr. Freeze.

That wasn't the only time they did a phone 69. Alfred did it once to connect Batman and Batgirl.
