I know it's an incredibly small percentage of the debt, but a portion of the federal debt is perpetual - anybody who buys a 30-year Treasury bond will eventually collect, and until then, that bond is the government's debt.

And, technically, it would be bad if the government bought all of its debt back, because there would no longer be a base market of secure debt as a stable, low-risk investment vehicle. The 30-year Treasury is a benchmark for a reason.

Just keep the interest on the debt under 3% of GDP, please.
