Madison has always been fluffy about letting the bums "work". They get in your face, block your way, threaten, and steal. They also lay around drunk, make no attempt to get jobs, and prey upon the naive student population. Many refuse to utilize the shelters, so it's not a question having no room for them.

Madison has become a mecca for bums.

This is a very smart way to publicize the problems of the homeless in her town. I'm sure that the idea is already causing a firestorm.

Who knows? Maybe somebody will approve spending a couple hundred dollars to rent some porta-potties.

I hate homeless people that piss themselves and piss and shiat on the sidewalk. One of them shat on the sidewalk by Union Station today and covered it with a blue towel (probably still there, for you commuters walking southeast on Mass Ave). For fark's sake, at least walk a little off the beaten path to take a dump.

Sounds an awful lot like Mexicans in southern California. I forget which city it was, but they actually passed a law preventing their cops from cooperating with federal immigration agents in order to protect the illegal immigrants. Seriously, wtf.

No, I'm not joking, women are ruining western civilization. We had a well known homeless person die in my (Canadian) town recently; you'd think the Queen had died the way the hens, and only the hens, carried on.

Analysis: modern women, being barren, childless abortion sluts, have an "empathy deficit" and overcompensate for their general coontiness and childlessness by playing mother Teresa to homeless men. "See? I'm a good person, I give money to bums." Yeesh.

Nope. I had a man move into the apartment next to mine from his car. Within four months he was back in his car because the "fumes" from the apartment and the noise from the other neighbors was too much for him. Some people are homeless because they want to be homeless. Not for lack of money.

Enforcing those fines is just an excuse to lock up the homeless for a couple of days at a time. It's a waste of police resources and accomplishes nothing. If they spent the amount of $$ it takes them to monitor, arrest, transport, process, keep in jail, and release the homeless on providing them appropriate facilities to take care of necessities like disposing of waste, they'd have no shortage of public bathroom facilities.

My hometown used to have a couple of homeless people begging about a decade ago. Now we have one on seemingly every other street corner begging for change. Anyone have the slightest clue how to get rid of them short of:

1) Killing them
2) Shipping them to CA
3) Magically solving the entire state's economic woe

I could only think of:
a) Arresting people who give them change.

I think that the majority of the homeless have mental or medical issues. They are schizophrenic or addicted to various drugs. Question for whoever cares to answer, would you support the following:

the first time a panhandler is picked up by police, he is given a competent medical and psychological evaluation (for the purposes of the this hypothetical, let's assume the evaluation is competent). He is given any and all treatment required/requested (for the purposes of this hypothetical, let's assume we can afford this) included rehab or schizophrenia treatment.

If there's nothing wrong with him, he is offered meaningful employment (for the purposes of this hypothetical, let's assume that you personally get to pick the employment, so it wont be "crash test dummy" or anything like that - I'm thinking more like, you look at what he is able to do physically and at his education level and just have a government subsidy to give him a some made up job, "planting trees in parks" maybe).

The second time he's picked up, he has a choice between repeating rehab/treatment or jail. After some finite number of retries, he's put in jail.

In Mexico they have signs posted by local churches that say to the affect"Don't give beggars money. You're only contributing to their misery. Let them go find work."

I thought the homeless issue was bad when I went to school in Madison...then I moved to Portland. At least Wisconsin gets cold in the Winter so the homeless migrate South for a while.

There's logic behind this. If an illegal immigrant is a victim or witness to a crime, I think it's reasonable to suggest that they should be able to come forward to law enforcement without fear. If your mother was murdered, and a key witness in the attach was an illegal immigrant, I think you'd want that person to be able to cooperate with police.
