On a beach on the Spanish Riviera a long long time ago, a tourist family saw Pablo Picasso lounging on the beach. They sent their son, armed with a cloth napkin and a felt tip pen, to the artist to ask for an autograph. Picasso took the pen and proceeded to draw on the boy for at least half an hour.
The parents were aghast. But I did not have to take a shower for the rest of our vacation. I did have to stand around for hours while they took photographs.

Picasso was an artist. These graffitists are just dogs marking territory.

More importantly, Picasso drew those pictures with your consent, rather than via a form of assault.

Painting your own stuff make you an artist. Painting other people's stuff without their permission makes you a vandal. And forcibly spray-painting a little boy's face while your friend holds him down makes you a violent criminal.

Along the same lines, I was going to say that it would be much more effective to just tag people's cars. Humiliating for the owner AND they are a target for gang violence until they get their car repainted.

Most are punks trying to make a "name" for themselves.
I worked in a bad place downtown and ya, we sold hobby paint. Every now and then a kid would come wanting some. Most of them couldn't even spell their own name, yet could write "F### the pigs" in calligraphy.

I lived in a neighborhood where that happened once.

All the cars on the street got spray-painted with Swastikas.

...it was the one night I left my car at my girlfriends and we drove her car back to my place and parked in the back.

Again, if you paint someone else's property without permission, no matter how beautiful the painting is, it is still VANDALISM. I do recognise the difference between tagging and muraling, but still.
The Mattress Factory Art Gallery in Pittsburgh recently had an AWESOME installation done by a local artist. He is currently in JAIL for up to 10 years for repeated vandalism.

I can't believe I'm the first person to mention this, but from the article:

The two suspects were tagging a wall in Willowbrook, an area rife with gangs just north of Compton.

Riddled with gang activity? Check. Murder rate 5 times higher than the national average? You betcha. 6 year old kids roaming around unsupervised in urban areas subject to getting tagged? Oh yeah. One of these things is not like the other.
