For schools and projects, I can see the basis for aggravating circumstances. I don't get the church, though... you'd think all the people high on Jesus would be impervious to drug pushers.

I'm a little late getting back to the thread, but my point was that in a lot of cities, you can go miles and miles without ever being more than 1,000 feet from a church, school or housing project. It's like urban folks automatically get harsher penalties than people out in BFE for the same crimes. And that's without even addressing racial distribution in rural vs. urban areas.
