Steamrollers are designed to be operated on a fairly flat surface, with a not-too-large gradient (ie, angle), on material that won't shift randomly for a given configuration.

This means that rolling asphalt down an inclined off-ramp (with a prepared and packed gravel, etc surface) is OK, as the material doesn't shift much (it spreads), and the surface is flat. Rolling the gravel (to pack it) with a steamroller may or may not be OK, depending on the size of the gravel, the steepness of ramp, and what is underneath. Using the steamroller to "pack" the dirt under the gravel probably wouldn't be advised, except perhaps after initial packing with larger, more stable equipment.

Now - these guys probably were trying to "pack" a small hill of dirt or something. The dirt will only pack so far, but the machine got off-balance because the hill was small, or their approach angle was wrong, or maybe a section collapsed under the pressure, or there was a rock in the way...

Over it went!
