I grew up in Red Wing, the next town up the river, and my mom lives in Lake City, and I've never heard of it either.

I think some bright spark decided waterskiing wasn't sexy enough, and the eagles are just birds, after all.

I wonder if the town drunkos saw a double-crested cormorant doing its mating display. The crests fan out on the sides and could be mistaken for a fringe of tentacles, I suppose. A cormorant looks kind of odd anyway if you're only used to seeing ducks, the beak is different and they sometimes sit lower in the water than ducks do (less oil on the feathers, less buoyancy; better diving ability, but lots of drying time on shore).
