-Owner of the car physically present, check
-Guy with a dog looking the other way, check
-Cops a couple hundred feet away, check
-News crew filming said cops, camera pointed at the car I am trying to jack, check

I was gonna give him the benefit of the doubt and say maybe the cops were a bit of distance away and maybe he missed them....but NO...THE IDIOT SWERVED AROUND A COP CAR!! I'm nominate this event for FAIL or the year, atleast for the month
