What was it that Chris Rock said? Men lie more than women, but women tell bigger lies.

It's the other way around:

Women lie the most, men tell the biggest lies.

Women lie all the time. They lie every time they step out of the house. They lie about their appearance, about their age, about their weight, about their sexual history, about what they think of other people.

Every time a woman spends more than a half hour getting herself ready in the bathroom, what she's doing is spending all that time lying. All that makeup is just one big lie about what she really looks like. Women lie so much, they don't even know what truth is, which is why it's so difficult to have a rational argument with them. They don't even know what reason and logic are.

Now, when men lie, they save it for when its really necessary, like a Get Out of Jail Free card, and they figure if they're going to lie, they might as well go all out and logically produce the most sophisticated, elaborate, most incredibly airtight lie every devised. Men will spend weeks preparing a lie, and will develop project management plans, flowcharts and visual aids for their friends to back up the lie.

Once again:

Man lie: Propaganda.
Woman lie: Shoe size.
