This is my suspect. The killer whales adopt new prey species as they become available and there was a sharp decline in the number of sea otters in the 90s for unknown reasons until they figured out that killer whales had added them to their menus. Killer whales only eat the the tongue and lower jaw of juvenile gray whales they kill on the Pacific coast and they can squeeze penguins so they eat the bodies and spit out the skin with all the feathers still attached so spitting out feet and tennis shoes shouldn't be too difficult. Look for empty kayaks and missing kayakers.
