That isn't the conclusion at all. The generally accepted social contract is that it is acceptable to make fun of those groups which hold power (the rich, old, white, males, etc) but in frightfully poor taste to mock the people (or the structures of the people) who live in relative poverty.

Of course people (should) have the right to say (and print) whatever they want. That doesn't mean that some things aren't in terribly poor taste.

Well, Europe has never, in its long history since the rise of Rome, tolerated minorities for very long.

This post WWII period of tolerance has been interesting and I'm fascinated to see if it "takes".
