Why are the police investigating the discovery of the skull and not the skull itself? And exactly how many times was that skull found?

I once found what looked like a human rib while at a campout on a place down in Maryland near the W.Va border, while going into the woods for a quick leak. A local said that's nothing, the place was apparently pretty central for armies during the Civil War and lots of guys who were wounded and wandered off or had dysentary and were too weak to get back up again after an attack just were never found again.
