The President is a person. The Congress is a collection of people. You can be disapproving of Congress as a whole and still be very much in favor of your own Representative or Senator.

That is an interesting question and one that I have yet to find an answer to. So far, I have only learned that Gallup only started measuring Congressional approval ratings since 1974.

Congress is a MIX of Democrats and Republicans, and right now with the stalemate going on there, people on both the right and left dislike Congress because they aren't doing what they want. George Bush is a singular Republican, so people on the far right still like him.

I can't wait until next year. Hopefully things get just good enough that people elect an R for president. George is leaving the bills coming due. So if a "conservative" is elected he, like Dubya's daddy, will have to raise taxes to cover the spending of the last 8 years (6 of which the Republicans alone were responsible for spending like drunken sailors in a whorehouse) of pork and war. That would be glorius. Of course it won't teach people a damn thing and they'll still think Republicans are smaller government conservative when really they don't care about bloating government if it gets them re-elected. To me though, it'll provide comic relief.

Ahh, America :) The place where politicians can snow the majority of the public because the majority is afraid to think. They want to be told by Limbaugh's and the Olbermann's of the world.

It would be nice if there were a chart comparing the two over time. I would imagine that Congress has never had higher numbers than the President, but I'm not really sure where to find such information.
