Why were so many county and state fund mangers purchasing these funds when everyone knew the fundamentals behind them were shaky?

I'm guessing that their qualifications were iffy and they got the job through political connections.

They screwed up their local government finances again. It couldn't happen to a finer bunch. The bail out pail has a hole in it this time, so they will have to get used to getting by with less.

When you've got Moody's and S&P saying, "hey, these things are fine", how does some municipal official justify not buying them? Neither the clerk nor his constituents are capable of valuing a CDO. Maybe 1 in 100,000 people even knows where to start, and he wouldn't be caught dead working as some mid level municipal bureaucrat.
If Moody's says, this CDO at 9% is just as safe as this bond at 6%, and that's all the official has to go on, he's gonna buy the CDO.

Good point. Unfortunately, with the conflict of interest in the bond ratings biz, it's hard to keep the pressure off. I'm reminded of the tech bubble when managers we're removed for not buying risky enough investments only to see the whole thing blow up a few years later.

Feel free to call me a sick Farker who has been hit upside the head with the ugly stick once too much, but the plump ex-playboy model married to the ex-ballplayer I find attractive, and she seems to have a fun personality.
