There are a lot of things suspect in this picture.

I bet this is probably more than one 'shop. So going route...

1) Penstripe Boy
His guy's suit has more contrast than the other people in the pict.
The light on his right shoulder is too intense.
Doesn't appear to be looking at the camera
Hair on right of image doesn't blend into background

2) Background of 'original' image
Ground is all blurry
Lines on that thing at the bottom right blur at an awfully convenient place
Fence in the background has oddly flat features in the area the new guys's head goes
They removed a white box? Why?
What's that, a hose? A large snake? What is coiled up on the ground behind where newguy was?

3) Lighting
No one is casting a shadow, but the fence or wall or whatever behind them is.
Everyone's colors are blown out in the 'before'.

/have bored of this now...

I guess the reporter was too lazy to ask for an original to be emailed to them, and they shopped him out instead. That's extra weaksauce FTL.

This whole picture looks photoshoped. It looks like he got some random background and shoped everybody in. The contrast and smudging should be enough of an indicator.

What's really sad is that in the days when computers were less powerful than our calculators, and vacuum tubes were the norm, Stalin managed to have people like Trotsky seamlessly manually edited out of photographs, or himself edited in, to the point where if we didn't have the original photos, we'd have never known it happened.

Years later, in an age where anyone can get their hands on some software to do the same thing quickly and easily, this is all the UK's government can produce.

I guess the culture minister should have threatened the photoshopper with death if it wasn't perfect. Seemed to work well for Stalin.

Though, the photographer/whoever did ask him if he could 'merge' the two pictures, and Our Beloved Culture Secretary then later made the excuse that he thought 'merged' meant putting them next to each other or something, because he's mildly retarded.

It still stands that he was merely late, and the first photo was - according to the hospital - taken with the idea that he would be added in later, should he bother to turn up.

Nonetheless, I am enjoying the FAIL pics and the photoshops, and - while this story is quite old and about a minor transgression - he still should've been dimly aware of the stupidity of this plan after condemning somewhat more egregious reality-distortion, but he's slightly retarded, so what can you expect? Bloody Equal Opportunities - allowing the least qualified and most incompetent to hold positions of power since, well, since this country lost its tiny little mind (and started taking notice of The Daily Mail).
