Yes. The Constitution allows the states to determine who can vote and run vis-a-vis their criminal record. Some states allow convicted felons to vote, and some do not.

You miss the point, 9/10. Trafficant is now a Pennsylvania resident (Trafficant is now a resident of the Federal Correctional Institution in Allenwood, PA) and therefore cannot run for office in Ohio. Article I, Section 2 of the Constitution is pretty clear on this point: "No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen."

I think the money used in the election should be funneled (hoho snicker) into an all-day telethon where Traficant is held in traction with his ass up for any curious prisoners to POKE/RAM/SHOVE anytime he makes a peep, that goddmamned waste of space/air/food/soil/microns/universes...
