Keep reading. She wouldn't water her lawn. Apparently there is a town ordinance that requires people to water and cut their lawns. She did neither.

She just doesn't want to water her lawn, and she's said so to lots of people. Her lawn has been reseeded and had new sod put down by a local church. It was dead a month later. She became angry when someone trimmed the waist-high weeds in her backyard.
When Flygare tried to let her know about the law, she told him that she didn't care, she wasn't going to water her lawn, and moreover, she was leaving town. Then she refused to tell him who she was.

This whole article is cop CYA because some trigger happy cop (2 kills in 5 years for Private Donut, according to the article) collared and cuffed an old lady for a municipal ticket because old people are grouchy.

He also uses some nice old fashioned small town paper slander by pointing to unnamed incidents where the horrible terrifying old lady was mean to a shopkeeper.

Im not sure what it falls under, but a lot of places have certain codes or what-not relating to the appearance of your property, including the condition of your lawn.

During the remodeling of our house, I got nastygrams from the city because of the dumpster in our driveway, despite the fact that we had notified the city that we were in the process of renovating the building.

That said, I RTFA and it looks like this lady didn't get arrested for not watering her lawn - she got arrested for interfering with the police officer who was trying to write her a ticket. There's a lot more to this story than "Gramma gets arrested for not watering lawn."

Is the law stupid? Yes.
Does that mean she can assault/interfere with a police officer who is trying to enforce it? No.

Glad to see this article. I had read the original article about this poor old woman getting roughed up and carted off by the poh-leece. Then I got to read - as Paul Harvey says - "the rest of the story":
