My guess would be schadenfreude, though I doubt ole Ward had any clue as to what was happening in another department. Most of us don't even know where the other departments are located.

The study said that out of nine populations of fish believed to be endangered greenback cutthroat trout that had been stocked or were descendants of survivors, five were actually the Colorado River cutthroat trout, which look similar but are a separate and more common subspecies.

If they are so similar that the experts can't tell the difference 5 out of 9 times then who cares!?!?!!??!!
