<b>I remember Fountain Valley, CA </b>use to have this happen on a regular basis. It turns out a family was using the fountain to wash their clothing every week. Funny as hell too. Considering the foreign nationals that lived there in the 90's I was not suprised to hear about dogs and cats missing too.....Gawd, I loved LA living.

Wow, this town sounds like it has a stick up it's collective ass.

It's such a matter of civic pride that a bounty of >1000$ is posted for arrest and conviction for something that resulted in no damage. They race to put high-resolution cameras in place to monitor the area, which is obviously needed given the terrible nature of this crime.

Then they point out, failure to scoop has been raised to a 200$ fine, and they may outlaw dogs altogether.

... and who the hell things bubbles in a fountain are 'disgusting'?

12,000 people, eh? TFA calls Derby the smallest town in CT. I live in Union, CT-there are only 753 people there.

This became a regular occurance in the small town where I grew up. A business on the main street had a fountain that was "soaped" a couple of times a year. The locals usually had a good laugh, the business drained and refilled the fountain, and the police promised to arrest anyone caught in the act. No one was ever caught. And, if you were wondering, Ivory Liquid produces the most foam.

I've heard of this happening a few times at Purdue and I've always wanted to do it.

However I heard that it can cause a bit of damage to the pumps. Something about cavitation. Very sudsy soap will 'dry' up the pump because the water and soap will combine until there's barely any water left and the pump is running dry.

My last act before leaving for college was to soap the fountain of the tiny East Texas town where I went to high school.

I don't recall anyone being terribly upset about anything. Lots of suds, too.

Yeah, but Union is the largest town in terms of area.
