Could anyone explain how this "tamperproof ID card" will prevent illegal immigration? Are we going to stop everyone with a nice tan and demand ID? Or are they going to tell us a couple of years later "Oops, that doesn't work unless we make sure everyone has it, so line up, Americans!"

All they need to do is verify social security numbers for employment. There would still be some day laborers and people that sneak by, but it would at least reduce the problem to manageable levels while limiting the annoyance to citizens.

Radio Frequency ID cards. They were integrated during US VISIT. At the time, I predicted they'd first be implemented in legal immigrants, then the rest of us.

The worst thing is there are some people who would be all for this.

I lived in NYC during his reign. Yeah, he "cleaned it up..." but at the same time, made it impossible for a lot of people to live there, and those people simply moved to Brooklyn, The Bronx, or Queens. It's not like they disappeared, they just went somewhere close by that was still affordable.

He came up with things like enforcing the antiquated "cabaret license," closing bars down who couldn't afford to pay, but had any dancing. The man effectively banned dancing without a license.

He only became a "great leader" when he dealt with 9/11, you know, doing his job. I guess because he didn't run around screaming like his head was on fire, he was THE BEST. On 09/10/2001, lots of New Yorkers hated him. Then they loved him the next day. Some of us didn't forget, just because he dealt with one thing as he should have.

And even at that -- he also tried to stay in office past his term, using 9/11 as justification -- that it would be too hard for a new mayor to assume power on the date he was meant to leave office....

No, they don't have to "wear ID badges" in Giuliani's plan. Stop making stuff up, it just sinks your argument before it gets started.

Besides, the "putting the stars on them so they'll be easier to find and harass or kill later" versus "carrying an ID card in their wallets so we can tell they're visitors versus illegal immigrants" thing is really obvious to people who can actually think.

OK OK you people win.. I'll tell you all the easy way to end illegal immigration and then everyone can stop whining about it.

Every employer is required to have a valid SSN for every employee. A system for checking these SSN's can be established and if anything hinky shows up on the check it's refered to the SSA for verification. If the employer doesn't have a valid SSN for every employee stiff fines are paid. No Jobs=No Illegals

/In other words, enforce the laws on the books

Of course this plan protects the people who really take advantage of illegal immigration - the companies that hire illegal immigrants. Cut off the incentive to come here and it will at least help stop the influx, but god forbid we touch that precious bottom line.

This proposal does nothing. Illegal immigrants might be found out if people walk around asking anyone who looks like they might be an immigrant for their special card -- but how screwed up is that? Otherwise, it just makes legal immigrants second class citizens. It also doesn't make sense, since there are plenty of people born here who "look foreign." What would it prove? How would it be enforced?

Anyone who thinks this is a good idea is as batshiat crazy as Giuliani.

Well I don't think it is a good idea, but it would work for one type of illegal immigrant that is actually fairly common (particularly in places like New York I would imagine) and that's people that come over on some sort of valid, temporary visas or similar and then overstay. Of course this is about immigrants, because if you are an immigrant you will be able to stay, note how in his speech he says:

create a central database to track the legal status of visitors to the country

Note the use of the term visitors to the country, not immigrants.

Now of course once they know conclusively that some group of people that they theorectically know the names of should have left the country, what happens next is a big question mark, hence not sure there is much to be gained by such legislation, but I guess it is a first step to a solution, so there could be some worthwhile reason to implement it.

Now of course in this speech he is jumping between talking about legislation that would could only really help stop people overstaying visas, and then talking about illegal immigrants crossing the border unchecked, so he is deliberately trying to confuse the issue and make it sound like this legislation would be useful on the wider issue when as you point out it wouldn't be, but that's politics for you I guess.

It also won't work if you do it to only immigrants. How do you tell the difference between citizens and illegal immigrants then by looks alone? Now citizens have to carry the same ID to prove their citizens and it requires a constant asking for papers.

WTF is up with the hyperbole?

Immigrants already get ID cards (green cards) they are just too easy to fake. All Giuliani is proposing is that they are more secure.
