Yesterday, there was a news item in the UK about 2 kids who were less than 10 who totally vandalised a children's graveyard, destroying headstones/graves etc. They couldn't be charged because of their age either.

How can officials expect parents to keep their children in line if they face crimanal charges for punishing a child (well the only way to punish a child that will teach anything - PHYSICAL). I don't think that an 11 year old kid should go to jail. I'm glad I grew up in a suburban neighborhood where we could get away with all kinds of stupid bullshiat. We never did anything that bad as kids, but we definitely did illegal shiat. As it stands, I turned out to be a good, law abiding adult who has never been in trouble with the law. If I had been busted and prosecuted by some overzelous cops and prosecutors and been sent to jail or juvenile hall, I might have turned out to be a complete thug.

And here in the Eastern end of the country (Halifax), there's a woman going around canvasing for the Cancer Society with a little girl. When you answer the door and talk to the mother, the kid goes in your house and takes any wallets/cash she might find. If you can't charge the kids, charge the parents with the crime. Then take the kid to foster parents.
