The BBC actually provides a simple explanation for why this summer is so wet - the gulf stream has moved south this year, leaving us exposed to more northerly weather - see link here.

The change in the gulf stream this year may be bad luck or may be due to more moisture in the atmosphere (which is made worse by global warming since it increases oceanic evaporation).

P.S. A loss of regular water supplied during floods is commonplace because the floods pollute the supplies.
