Thing is, most of these build up $0.25 at a time. Someone has an account somewhere, but hey, it only has a dime in it and it costs a quarter to mail the "please close this" letter. So they leave it.

My parents theoretically have a safe deposit box somewhere with a brick of silver in it, bought at the worst time during a spike in silver prices in the late '70s. The problem with claiming it now is that the penalties for not paying the rental all these years will likely wipe out whatever one could get for the silver, and then some. (They moved away from the area, forgetting about the box. Now they're just ignoring it. I should probably bug them to go get it, or at least ask what it would cost to ransom the damn silver.)

A federal judge recently put a stop to California's "unclaimed" property program. They were seizing assets and not doing enough to locate the owners. The state shredded documents and photographs out of safe deposit boxes, sold family heirlooms on Ebay, people got cheated out of profits on stocks. It is a disgrace. But it brings $400 million a year to the state's treasury, so it probably won't be changed that much.

As usual, we CA granola-chawing, tree-copulating (numb) nuts do it far differently... And MUCH more damningly... Far from having a helpful? Georgia-crat call us in order to reunite us with a lost or forgotten heirloom, we have a mere three year standby on the seizure of our forgotten or abandonned property... And after that, the CA government can seize our property WITHOUT telling us...

In 1958, this concept was revived in California, replacing the feudal lord with the state government, and the Controller was empowered to seize property that had been inactive for more than seven years."

The Georgia Department of Revenue is a joke. They put out microfiche full of accounts that have been claimed years ago. Of that $683 million, $625 million has already been claimed, but has yet to be cleared from the books. Of the remainder, the vast majority is already under review. Slim pickens.

Fellow Californians:

On June 1, 2007, a federal court in Sacramento directed the State Controller's Office to not accept any unclaimed property until new laws are passed which allow this office to adequately notify owners that, unless claimed, lost property being held by a business will be transferred to the State for safekeeping.

The court injunction also continues the "no-notice, no-sale" policy that I implemented shortly after taking office in January to protect the contents of safe deposit boxes and stocks, bonds and other securities.

The original purpose of California's unclaimed property law was for the State to both (a) safeguard lost property from being used by private interests for their own gain, and (b) reunite the lost property with their rightful owners. Unfortunately, decades of policy decisions and statutory changes have created an unclaimed property program that cannot live up to its original intent, and as a consequence, prompted the court to intervene.

I have sponsored comprehensive reform legislation (SB 919 by Senator Mike Machado) and am working diligently with the Legislature and the Governor to fix the state's unclaimed property laws. Specifically, this bill will allow the State to provide timely notice to all property owners, restore interest paid on claims and impose strict penalties on banks, utility companies and other businesses that fail to comply with the law and notify their customers of unclaimed property they are holding. If adopted, I am confident that this proposal will fix the unclaimed property law and restore the public's confidence that their lost property will be safeguarded by the State until they claim what is rightfully theirs.

However, while the State is not receiving any escheated property at this time, property owners are encouraged to continue to search for their unclaimed, lost or forgotten property through this website. It is my goal and intent to reunite property owners with their property in a timely manner.

As a former former foster parent getting out-of-state reimbursement for the kids was always a pain. Georgia was the only state that NEVER paid a cent.

Last year, I was cruising around in the Minnesota unclaimed funds section, and saw my neighbor's name with money due from State Farm Insurance. I gave him a call, turns-out, he'd accidently thrown away an $1,800 check from them, thinking it was just the monthly bill on automatic debit from his checking. So, after 5 years, they had to turn it over to the State of Minnesota. He filed the claim forms and got it back.

Damn funny they couldn't "find" their own customer, but I guess people and computers get lazy.

A few years ago, I read an article about California's Escheat program, and the reporter told about finding several thousand bucks due a fellow named "Bob Hope". Hope was still alive at the time, but the State of California "couldn't find him".
