My family was the only one not owning a cat in the neighborhood. Every house around us had 3 to 8 cats as "roaming pets" all pooping in our yard and spraying everything left outside like shoes, umbrellas, etc. Keep your cat in your home if you don't want it wandering in a power facility.

The six foot fence should work because no cat has ever climbed a fence before. Maybe they should build a moat, and then protect that with dogs with bees shooting out of their mouths. That will stop the kiitties from getting in. Poor feline voltage.
