This happens here in the US, the school in my town is suffering constant vandalism. Equipment destroyed, etc... The school is near a subsidized housing unit... The police keep catching kids from the unit breaking in and doing things. Busting windows, setting fires, urinating and defecating on desks and equipment, etc.. The alarm system doesn't phase these kids, or they're too stupid to think about it. When they're caught their parents tell the police that they can't control their kids and are not responsible for them. To me that means they need to become wards of the state.

Despite what JAFAs think, it's not the whole country.

"Decile 1" = poorest area of town. These "whanau" (extended family) oriented schools are probably being robbed by members of the "whanau".

It was pretty bad when I was there on exchange. The school I was going to finally raised enough money to afford doors for the bathroom stalls in the mens' room. They were ripped off their hinges about a week later. Lotta other stuff like that went on all the time.
