What that means, according to the institute, is "that many children are not learning English even after seven or more years" in U.S. schools.

Judging from headlines and posts made on Fark, I'd say that applies to pretty much everyone, not just immigrants and recent immigrants.

My wife teaches twins, a brother and sister, who live in a Spanish only household. They can read fluently in Spanish but really struggle with the English. The worst part is that the other kids think they're stupid, but they're reading Spanish books above their grade level. My wife knows they're smart, bright kids, but they have to go two grades down for reading and the other kids make fun of them. They get all A's in math, but sometimes the sister has to explain/translate instructions for the brother.

My wife has shed tears over this. What are we going to do? The system is not set up to handle those poor kids.

Even if they live in a Spanish-only household, your wife is working with them, and everybody around them EXCEPT their family speaks English. One would think that after so much schooling, they would have caught it by now.

Does your wife have any idea why that is?

Massachusetts just approved a Mandarin-only charter school. Now Non-English-Speaking Chinese parents can send their kids to an environment where they will never learn English. Hooray!

Well, let's see.

As long as there is no "official national language" in the US, it's NOT a foreign language. There is a substantial amount of the population in the US that speaks Spanish either as their first language or as the one they're more comfortable with. So as long as we're going to let people from other countries into the US, the government is going to have to provide services in languages other than English.

And if you're for closing the borders, then that's another discussion entirely, and not one for this thread.
