You mean the "terrorist" attacks against India???
The ISI is responsible for attacks ONLY against India, and those were mostly while there was open hostility between the two countries.
Those "terrorists" are radicals under the direction of Pakistan who are doing what would be called Guerrilla attacks if it werent for this current climate.
There difference between the two being, that these radicals who attacked India did so while there was open hostility between the two nations. Additionally Pakistan used these Radicals as an extention of the military, they are not some altogether independent organization who go and attack whatever country they want whenever they feel like it.

True terrorist attack anywhere, anytime, with no such justification as military conflict, and generally speaking they dont take orders, or directions from any recognized government. They do what they do not because of a national conflict, but for the cause of killing and fear alone.

I'd say there is more then a slight difference between those two groups.
Also, If you take Pakistan and look back historically into other conflicts you'll see the same sort of attacks done by the VC during Viet-Nam, yet they were called Guerrillas....why exactly is that?

In early October 2001, Indian intelligence learned that Mahmoud had ordered flamboyant Saeed Sheikh - the convicted mastermind of the kidnapping and killing of Wall Street Journal reporter Daniel Pearl - to wire US$100,000 from Dubai to one of hijacker Mohamed Atta's two bank accounts in Florida.

They were also responsible for feeding the Taliban, keeping Afghanistan surpressed.

Pakistani based terrorists bomb trains in India, so I guess India will start carpet bombing Islamabad.

But that would be killing innocent civilians just because they're the same race as the terrorists. That's not how democracies deal with terrorism.

In my experience, it is to prevent people from climbing in and out the windows, particularly when the train is moving. Also, it really helped prevent beggars and annoying salespeople from climbing through the windows at stops to shove stuff you don't want to buy in your face or steal stuff. Sure, people still stick their hands through the bars and walk on (and through) the cars, but the bars give you the semblance of a barrier and make it tougher to steal your entire backpack (although you technically wouldn't have it next to the window anyway). Not saying that any of this is the real reason, but that's how I worked it out.

/I rode and saw a number of trains during a 2 month stay in southern India and never saw anyone sitting on top or hanging on the sides

Right, as in past tense, and now the Taliban is bombing Pakistan. If you looked into it after Sept. 11th Pakistan cut all ties with the Taliban as well.

If your going to go pointing fingers you may want to use current facts, not those from 5 years ago.

And I have no clue what you mean by surpressed.....
