I have been to the campus and even taken classes there, so I can say with some authority that the one-word generalization is, in fact, accurate (especially as it is applied to the school's basketball team and it's head coach).

Everything about that school is overated, save for the medical school. They are like UVa, prestigious only in the fact that they are considered prestigious.

nearly every school in the ACC has more programs ranked higher than both those schools, yet they remain "top tier" universities. i just dont understand.

Agreed. Vanderbilt is a quality rival to Drew's beloved Kentucky. Vandy beat UK, but isn't better than them. Feel my flow?
