They were smugglers, not terrorists bent on blowing up a bus. If indeed they were the latter, this story would be a helluvalot more interesting.
A "cartridge" is a stick of dynamite. They come in various sizes although the one most people are familiar with is a 1x8, which is exactly what it sounds like - 1" diameter, 8" long. The next most common size is 2x16. A thousand sticks of 2x16 would be about 41 cases so I'm going to assume they were 1x8s or smaller.
