Let me sum this up: Israel took the Palestinians' land a while back. Palestinians get pissed, do "bad things" and kill civilians. Israel takes Gaza by force and occupies it, civilians die. Palestinians resist. Israel leaves, Palestinians start shooting rockets into Israeli settlements. Israel shoots shells into Gaza, the most heavily-populated area in the region. Palestinians respond by shooting more rockets. Israel shells them some more. Palestinians, shooting from civilian areas, incur civilian casualties when the Israelis shell their positions.

Israel made a bad decision in allowing Palestinians to set up micro-states inside their borders. Until they get rid of the Gaza strip and West bank, they will pay the price with insurrection after insurrection. Palestinians will not live peacefully.

Because while the terrorists have such crude weaponry that they have trouble hitting 1% of their targets and Israel has US-bought munitions accurate to within inches, Israel still manages to kill more civilians every year than the terrorists who "target civilians".
