She shouldn't been charged for not having insurance, more like not having any common sense.

My dad used to drive his lawnmower drunk all the time. Never crashed, though. Never got a ticket. And coincidentally, saved a bunch of money by switching to Geico.

Can you even get vehicle insurance on a lawnmower? Wouldnt that be covered under your homeowners insurance?
