Maybe if he had grabbed a liner from a nearby basket full of paper trash, dumped out said papers, and filled it, it might have worked... but running around looking for a bag, using up valuable time? While it was retarded to not bring a bag, the robber definitely made the right decision to flee ASAP. He might not stay free, but at least he escaped the scene. If they can't ID him or track the cash, he has committed a successful bank robbery, albeit not the smoothest or most rewarding one ever. Not everyone who tries to rob a bank can say that (it's a lot more difficult than it looks).

Dye packs, especially those with tear-gas, burn VERY hot.
I remember hearing a story not too long ago about someone that worked for my bank, had accidentally activated the dye pack, and dropped it on the floor. Burned right through the carpetting.

They have RFID pre-dyepacked bags yep.

Wanna have lots of fun, bring an individual bag for each bundle of money. Dyepacks aren't cheap and likelyhood is the bank only has 3 or 4 handy behind the counter... nice hefty leather satchels for for each bundle... wear gloves that don't really fit you over gloves that do. Don't go in for cheap plastic masks, get some used makeup gear in another state. Even a poorly applied kit of latex and shade will mess up the recognition.
