Bands change. The Clash was quite definitely punk if you were around in the early days. Siouxsie and the Banshees were punk, as were The Cure in their first few albums.

Anything made after 1990 is NOT punk.

Bit of an arbitrary line. In the 80s we were saying that about anything after about 85. Sadly mostly true. Personally this old bastard thinks Green Day is slightly 'Stiff Little Clash' but better then most of the skater garbage.
