I'm impressed that the U.S. government was able to create so many counter-terrorist programs within months, weeks or days after 9/11. Because that means they will be able to react equally fast if some other completely unexpected disaster strikes, like say, a hurricane.

Actually he used the line item veto to strike out Republican ammendments that allowed off-shore tax shelters, to stop New York from taking federal funds that no other states have access to, and the sriking down of capital gains taxes on only the most wealthy (corporate owned) farms

but you knew that, right? He had nothing against balancing the budget, he had a problem with the obvious benefit the wealthy plans that Republicans have pushed through government for decades.
