I don't know if this is current, but IIRC, North Carolina has one of the youngest age of consent laws. There might be a state or two with a younger limit, but 13 and 17 is still kinda creepy. Unless you're a female teacher, then it's ok.

Pedophiles are people that think pre-pubescents (that would be 13 or younger with an age difference of more than 4 years) are worth tapping. It might be a bit creepy in your opinion because of the age difference, but that doesn't make him a pedophile.

Statutory would mean that a statute dealt with it. Statutory is not the opposite of or in any relation to pedophilia. It only deals with statutory provisions. Like statutory rape. It isn't rape in the way that one usually means when using that word. It means that there is an age in a statute where the legislators determined consent cannot be given. Thus no consent from the "victim" can be used as a defense even if no force was used on that victim. Has nothing to do with the word rape at all.

Regardless, the commonly used and widely accepted use for a pedophile is one that desires some sort of sexual gratification from children. Most people would consider a 13 or 14 year old a child. (obviously not you for some reason) If you want to get into the "psychological" or a "medical" definition over it go ahead. But pointing out perceived errors while you make them yourself is, well, quite hilarious.
