Or did we hit that already back in 2000, a year of two. (What was Rome up to in A.U. 230, anyway? Oh. Not much. Looks like we've managed to whiz through their history in a much shorter time... like, just shy of a millenium shorter...)

The reason for the spike in Taliban violence is because Al-Qaeda has been shifting men and material from the Iraqi theatre to Afghanistan and has begun to focus more of their efforts there. They can't really make extensive use of foreign Jihadis since Arabs would immediately be spotted and shot by Afghanis, but they can use Pakistanis along the border regions and throw around money to the Taliban holdouts inside the country.
