That's a water gong. When a sprinkler head activates in the building some of the water is diverted out to the gong via the pipe it's attached to. The water turns a small water wheel, which in turn rings the bell. The pipes next to it are hose connections for the fire department.

The bell is probably connected to a water flow switch on the sprinkler pipes next to it. When it rings, somebody needs to call the fire department because the water is flowing in the sprinkler pipes, meaning a sprinkler head is dowsing a fire.... or there's a leak or a broken sprinkler head, which is also reason to get help because the stuff in the building is getting soaked.

That view of the ground is something a pilot is used to, but the view of the towers are the things of NIGHTMARES! Don't want to ever see that in the windscreen.
