As some posters have mentioned, this has already been done with other animals (earliest may be 1960s with the bull).

But here's the thing - the smaller the animal, the harder it is, because the smaller the nervous system is (and obviously, having a walkman-sized portable implant is going to work on a bull, but not a cockroach).

The basic idea now is trying to get it as small and accurate as possible.

Oh, and the espionage thing!

I think the work done on cats was tapping into their optic nerve so what the cat was seeing could be displayed onto a video screen. Combine this with the remote control rat and you have quite an intelligence gathering tool. It's no wonder there hasn't been any news on these technologies in the past 3 years.
