I was offended by the Parkinson's joke, but I laughed my ass off at this one.

Why the double standard?

Because the joke is more about how stupid people think that if you talk louder, a deaf person will suddenly hear you. It's about the ignorance and stupidity of the shouter, not making fun of the deaf person.

And now that I've deconstructed it some, it's not nearly as funny.
