I suspect a conspiracy at the upper levels of the Palestinian leadership with other Arab nations.In exchange for personal kickbacks and possibly some shadow funding for the cause of destroying Jewish controlled Israel,regular Palestinians are positioned as the "be thankful you're not as bad off as they are" distraction for other Arab countries.Citizens of those countries don't do as much to oust their apathetic,useless,corrupt leadership,and the leadership gets to stay in power,with the potential to torment Israel.

A conspiracy wouldn't surprise me,considering how well the Palestinians have kept peace agreements.Keep the fire burning to keep the goose(kickback receiving Palestinian leadership)cooking.

So he'd have relatively little interest in giving these clowns asylum. The other problem with this scenario is that it merely transplants potential targets for a syeret matkal team to the streets of Rome as opposed to the streets of Hebron. Which could potentially result in Italian collateral damage as opposed to Palestinian collateral damage.
