The law I mentioned is a revision of the (in)famous Mann Act. 18 USC 2423(c) is the strictest:

(c) Any United States citizen or alien admitted for permanent residence who travels in foreign commerce, and engages in any illicit sexual conduct with another person shall be fined under this title or imprisoned not more than 30 years, or both.
...
(f) As used in this section, the term "illicit sexual conduct" means (1) a sexual act (as defined in section 2246) with a person under 18 years of age that would be in violation of chapter 109A if the sexual act occurred in the special maritime and territorial jurisdiction of the United States ...
All of which means if you are a U.S. citizen outside the United States, the age of consent is 16.

Like the USA, it is illegal in Canada for an adult Canadian citizen to travel abroad and have sex with a minor. A minor is defined as 16 or younger (not the age of the country you happen to visit).

They publish the guys names in the papers too. No fark, no fark in the universe, would be worth the hassle and loss of EVERYTHING!

This doesn't strike me as a big change, it's a roll back of the age of consent from 16 to 14. That's what Canada has.

I would assume the politics of the equation became--we have had a lot of people end up in jail for things which we are having difficulty justifying for as a crime.

Hmm...a legislative body making sense out of something...who knew?
